In short
- Almost everyone in the UAE is online: 11.3 million internet users (99% of the population) as of October 2025, according to DataReportal.
- Two rules now affect everyday marketing: since 1 February 2026 anyone posting promotional content on social media in the UAE needs an Advertiser Permit, and the data protection law (PDPL) requires consent before processing personal data.
- WhatsApp Business costs changed: Meta charges per message, and from 1 October 2026 replies to customers are charged again after 1,000 free service messages a month per number.
- Google AI Overviews and AI Mode (in English and Arabic) are live in the UAE, so you need to measure leads and enquiries, not just clicks.
If you are planning your 2027 marketing budget for a small or mid-size business in Dubai, the main change since the early days of “digital trends” lists is that the channels are no longer new. Audiences are huge and stable; what has changed is regulation, the cost of messaging and how people find answers in search. That means money should go into compliant influencer work, vertical video, WhatsApp as a sales channel, search content that AI features can use, clean consent records and content in your customers’ languages.
Below are six trends based on current UAE data and rules. Where we give an opinion rather than a fact, we say so.
The starting point: how big is the UAE online audience?
The DataReportal “Digital 2026: The United Arab Emirates” report (published 5 November 2025, data mostly from October 2025) gives these figures:
- Population: 11.4 million; internet users: 11.3 million (99.0%).
- Social media user identities: 12.5 million (110% of the population, because one person can have several accounts).
- Mobile connections: 23.0 million; median mobile download speed: 614.42 Mbps (Ookla).
Advertising reach reported by the platforms in late 2025:
| Platform | Ad reach | Note |
|---|---|---|
| TikTok | 12.5 million | Users aged 18+; 134.6% of adults, so not unique people |
| 10.0 million | “Members”, not active users | |
| 9.70 million | 85.0% of the population | |
| YouTube | 8.37 million | 73.3% of the population |
| 8.05 million | Up 16.7% in a year | |
| Messenger | 5.65 million | Unchanged in a year |
| Snapchat | 5.13 million | 44.9% of the population |
| X | 2.85 million | Down 6.0% in a year |
DataReportal warns that these are platform ad-audience figures, not counts of active people, and some exceed the population. Use them to compare platforms, not to forecast how many customers you will reach.
Trend 1. Short vertical video is the default ad format
The three largest consumer platforms by ad reach in the UAE (TikTok, Facebook, YouTube), plus Instagram, all push short vertical video. Fast mobile connections mean video loads without friction for most viewers.
What it means for your budget: in our view, plan for a steady flow of 15–45 second vertical clips rather than one expensive brand film a year. Budget for simple production (phone, light, microphone, editing), on-screen subtitles and versions in more than one language. Test the same clip on two platforms before increasing spend on either.
Trend 2. Influencer marketing is now a licensed activity
The UAE Media Council introduced the Advertiser Permit in 2025 and gave a grace period that ended on 31 January 2026. According to The National, the permit is required for anyone posting promotional content on social media, paid or unpaid, and the permit number must be shown on the account. People promoting their own products, or those of a company they own, through personal accounts are exempt.
Gulf News reports that the permit is free for the first three years for citizens and residents, then Dh1,000 a year; visitors pay Dh500 for three months and must register through an accredited advertising or talent agency. Adverts for real estate, healthcare, finance and education need prior approval.
In December 2025 a federal decree-law set up the National Media Authority, which, as The National reported, replaces the UAE Media Council. The old uaemc.gov.ae address now redirects to nma.gov.ae, so check current procedures there.
What it means for your budget: work only with creators who display a valid permit number, put that number in the contract and allow time for approvals if you are in a regulated sector. Your own staff posting about your company’s products on personal accounts is a different case, but check the official rules before you build a campaign around it.
Trend 3. WhatsApp is a sales channel with its own line in the budget
In our view, for many Dubai service businesses WhatsApp has become the main place where enquiries arrive and deals are agreed. What changed in 2025–2026 is the price. According to Meta’s WhatsApp Business Platform pricing page:
- Since 1 July 2025 Meta charges per delivered message (marketing, utility and authentication templates), instead of per conversation.
- Service replies to customers were free from November 2024, but from 1 October 2026 they are charged again. Each business number gets 1,000 free service messages a month.
- Messages sent within a free entry point window opened by a Click to WhatsApp ad are not charged.
- Messages that customers send to you are free.
What it means for your budget: count WhatsApp costs per message, not as “free”. Separate promotional broadcasts (most expensive and easiest to annoy people with) from service replies. Connect WhatsApp to your CRM so each enquiry has a source, and compare the cost per lead from Click to WhatsApp ads with the cost per lead from website forms.
Trend 4. AI answers in Google change what “SEO traffic” means
Google AI Overviews became available in the UAE as part of the expansion to over 200 countries announced in May 2025 (Gulf News). AI Mode launched in English in the Middle East and North Africa in August 2025 and in Arabic on 8 October 2025 (Google).
The effect on clicks is real but measured mainly outside the UAE. A Pew Research Center study of US users in March 2025 found people clicked a traditional result in 8% of visits when an AI summary appeared, against 15% without one.
Google says there are no extra requirements to appear in AI Overviews or AI Mode: the page must be indexed and eligible for a snippet, and this traffic is included in Search Console’s Performance report.
What it means for your budget: do not cut SEO, but change what you pay for. Fund pages that answer real customer questions clearly (prices, process, areas served, comparisons), keep your Google Business Profile current, and judge results by calls, forms and WhatsApp enquiries from organic search rather than by visits alone.
Trend 5. Consent becomes part of the marketing process
The UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) prohibits processing personal data without the owner’s consent, with limited exceptions, and gives people the right to correct their data and to restrict or stop its processing, as summarised on the official UAE government portal. The same page notes that the Consumer Protection Law also restricts suppliers from using consumer data for marketing. Companies in DIFC follow the DIFC’s own data protection law.
We could not confirm from an official source whether the PDPL executive regulations have been published, so we do not give fines or deadlines here.
What it means for your budget: spend a little on the basics: consent checkboxes on forms, a clear privacy notice, an unsubscribe option in every email and WhatsApp campaign, and a CRM that records when and how each contact agreed. Bought contact lists are a risk, not a shortcut. For specific legal questions, ask a UAE lawyer.
Trend 6. Multilingual content as standard
Dubai keeps growing: the Dubai Data and Statistics Establishment counted 4,807,185 residents in late September 2026, up 226,885 since the start of the year (Gulf News). The UAE government fact sheet says expatriates outnumber nationals, Indians form the largest foreign community, Arabic is the official language, and lists English, Hindi, Russian, Chinese and French among the languages used in courts, with Bengali, Farsi, Malayalam, Turkish and Urdu also widely spoken.
What it means for your budget: English and Arabic should be the minimum for key pages and ads. Add Russian, Hindi or other languages only where your actual customers are, and do it properly: a separate, well-written page per language, and ads that link to the matching page, not to a machine translation.
What to check before you approve the 2027 budget
- Every influencer or creator you pay has a valid Advertiser Permit number on their profile, written into the contract.
- Regulated-sector adverts (real estate, healthcare, finance, education) have the required approvals.
- WhatsApp costs are budgeted per message, with promotional and service messages separated.
- Every lead channel (forms, calls, WhatsApp) is tracked to its source in analytics or CRM.
- Website forms collect consent and your privacy notice is up to date.
- Key service pages answer common questions in plain text and are indexed in Google.
- You have a plan for at least two short vertical videos a month.
- Your main pages exist in the languages your customers actually use.
